The Imam Nawawi Hadith Module 40 Appreciation Initiative that will be introduced in the National Religious High School and the Government Aided Religious School is important to deal with the issues of radicalism and extremism in society.

According to the Office of the Minister of Education in a statement, the Ministry of Education (MOE) is committed to implementing the initiative because it will have a positive impact and a true reflection of the universal values of Islam and its practice in a pluralistic society in Malaysia.

The MOE also informed that the initiative only involves Muslim teachers and students and will only be expanded to other schools later for Islamic Education subject classes only.

According to Astro Awani, the announcement reads, “Non-Muslim students will not be a part of the Imam Nawawi Hadith Module 40 Appreciation Initiative.”

The office also disclosed that Education Minister, Fadhlina Sidek, organized a meeting with 16 NGOs representing various community backgrounds to discuss the initiative and its implementation as well as other issues pertaining to national education.

According to The Malaysian Insight, the implementation of the Imam Nawawi Hadith Module 40 Appreciation Initiative is considered as essential to preventing the growth of religious extremism and guaranteeing the continuity of the harmony of the pluralistic society in Malaysia.

However, a number of groups, including members of civil society and political parties, have expressed their opposition to the declaration.

The argument used against the initiative is that the Federal Constitution does not expressly permit the teaching of the Imam Nawawi Hadith 40 module in public schools.

The group further asserted that Islam's status as the "official religion of the federation" is restricted to religious rituals and ceremonies under Article 3(1) of the Federal Constitution.

In order to diffuse the controversy, the Malaysian Youth Council (MBM) organized a discussion session with association representatives from United Malaysian Indian Youth (UMIY) and the Eight Major Chinese Youth-Based Organizations of Malaysia (EMCO) on August 25, 2023, at Wisma MBM.

All parties decided as a consequence of the conversation to support KPM's wishes, which are meant to encourage moderation among the next generation of Muslims.
