A ranking based on millions of traveller reviews has placed an unexpected capital at the top of Europe’s most admired destinations. The analysis, carried out using comments posted on TripAdvisor, reveals some surprising trends in how European cities are perceived.

Each year, rankings of Europe’s most attractive cities shift according to travellers’ opinions. In 2026, a study based on the analysis of millions of reviews has highlighted one capital that stands out clearly from the rest.

A study based on more than 3 million TripAdvisor reviews

To compile the ranking, a study conducted by Luxury France Tours analysed more than 3 million traveller reviews published on TripAdvisor concerning 46 European capitals. The aim was to measure how these cities are genuinely perceived through the language used in visitors’ feedback.

The analysis focused on the presence of positive terms such as 'magnificent', 'charming', 'beautiful', and 'stunning'. Each capital was then assessed according to the proportion of these expressions appearing in visitor comments. This method goes beyond rankings based purely on popularity or visitor numbers by focusing more closely on travellers’ emotional responses.

The study also chose to limit its scope to small and medium-sized capitals in order to ensure a more consistent comparison, deliberately excluding major European metropolises such as Paris, London, Rome, Madrid, and Berlin. This selection shines a spotlight on destinations that may receive less media attention but are highly appreciated by travellers.

Luxembourg tops the European ranking

At the top of the ranking is Luxembourg City, the capital of the Grand Duchy of Luxembourg. With around 18% of reviews containing particularly positive terms, the city takes first place among the European capitals analysed.

The result may come as a surprise, as Luxembourg is not always regarded as a major tourist destination in Europe. Yet travellers’ comments highlight a city that is exceptionally pleasant, often described as clean, peaceful, and harmonious. The combination of modern architecture, a UNESCO-listed historic centre, and natural scenery contributes greatly to this positive impression.

The capital also charms visitors with its unusual urban layout, built across several levels with valleys and bridges offering remarkable viewpoints. This configuration enhances the sense of a city that is both compact and spectacular.

A European ranking rominated by diverse capitals

Behind Luxembourg, the ranking continues with a collection of capitals that differ greatly in character. From second to tenth place are Bratislava, Monaco, Valletta, Lisbon, Oslo, Moscow, Sofia, Helsinki, and Skopje.

Bratislava is often praised for its accessible historic centre and its castle overlooking the Danube. Monaco stands out for its Mediterranean panoramas and distinctive urban setting. Valletta and Lisbon captivate visitors with their architectural heritage and bright atmosphere, while Oslo and Helsinki represent a more Nordic beauty shaped by nature and understated urban design.

The ranking highlights the diversity of European capitals and shows that travellers’ appreciation depends just as much on emotional experience as on the reputation of the destination itself.

Luxembourg, a discreet yet highly appreciated capital

Luxembourg is a constitutional monarchy with a population of around 650,000 people. Its capital, Luxembourg City, is home to the country’s political and economic institutions while still maintaining a human scale.

Known for its high standard of living and its role as a European financial hub, the country also boasts significant natural and historical heritage. UNESCO-listed fortifications, medieval castles, and numerous hiking trails all contribute to its appeal as a tourist destination.

Although less visited than other European capitals, Luxembourg nevertheless attracts travellers seeking tranquillity, cleanliness, and unusual urban landscapes, further strengthening its position in rankings based on traveller reviews.
