The Italian Champions League finalists are hoping to secure Koulibaly on loan.
Per Corriere dello Sport, boss Simone Inzaghi met with the club's executives to outline their transfer strategy.
While there is money available, loan deals will have to be a part of their recruitment.
As a result, Inzaghi has given his blessing to attempt to secure Koulibaly for next season.
Sky Sport Italia has also claimed that Inter sporting director Piero Ausilio will fly to London for talks with Chelsea.
The talks may also include Romelu Lukaku, who spent this past season on loan at Inter from Chelsea.
