Iran-US war latest: Vance says deal text may be released early as Netanyahu warns he and Trump ‘don’t see eye to eye’

Vice president JD ⁠Vance has claimed that Donald ⁠Trump may decide ​to ⁠release Washington's ‌agreement with Iran before Friday.

The ‌agreement, which ‌was electronically signed ⁠by leaders in the US and Iran, is expected to ‌be signed ​in ‌person ⁠at a summit in Geneva at the end of this week.

Vance told CNN that the memorandum of understanding was a general document running to no more than a page and a half, and that a lot of the details would be worked out during future negotiations. Trump had previously said that the text of the MOU would be released "pretty soon... sometime after Friday".

Earlier, Israeli prime minister Benjamin Netanyahu said he and Trump “don’t always see eye-to-eye” after the US president grew frustrated at Israel’s attacks on Lebanon. Netanyahu was asked about his relationship with Trump during a press conference which came after the US president announced he had signed a peace agreement with Tehran.

Trump had earlier described his Israeli counterpart as a “very difficult guy” who should be “very thankful” to the US. Netanyahu said they were partners, and that they often agree but sometimes disagree.

The US said that ships will move toll-free through the Strait of Hormuz under an Iran peace deal signed by president Donald Trump, and insisted Tehran would have to fulfill its commitments before getting any economic benefits.

They included a possible $300bn reconstruction fund for the war-battered country, but the release of funds will be "tied to performance," a senior Trump administration official said in a call with reporters.

Iran's foreign ministry said that the deal would allow it to charge maritime service fees on ships transiting the Strait of Hormuz, rather than imposing "tolls".

Republicans on Capitol Hill said they need more information about the agreement between the US and Iran announced by president Donald Trump, and some are expressing skepticism as they ask the White House for details.

The agreement announced on Sunday to end the war in Iran, set for a ceremonial signing on Friday in Geneva, is centred around reopening the Strait of Hormuz and lifting the US naval blockade in the region, along with financial incentives for Iran if it meets certain benchmarks.

But Senate Republicans and Democrats who returned to Washington said there were still many unanswered questions about the deal and they need thorough briefings before it is finalised.

“I just don't know enough about it," Senate majority leader John Thune told reporters in the Capitol. "Even the people who follow this stuff closely up here don't know that much about it.

"I think that my understanding of what it entails — and, again, not having seen anything — it would require, I think the issues are going to be compliance, and how are you going to enforce that," Thune said.

Thom Tillis of North Carolina asked: "If it's a secret deal then how can I take it seriously?"

Iranian-American congresswoman says deal achieved at 'enormous cost'

Iranian-American congresswoman Yassamin Ansari welcomed the US-Iran deal but said it was achieved at an enormous cost.

“An end to the war is a positive step,” Ansari said in a post on X.

“Congress must have an extensive review of any final agreement signed with the Islamic Republic,” the Democratic congresswoman added.

She said that the deal “comes after a conflict that inflicted enormous costs and leaves both the United States and the Iranian people worse off”.

“Tremendous loss of life, international instability, and skyrocketing gas prices. This never should have happened in the first place.”

Oil rebounds on concerns about US-Iran peace deal

Oil prices rebounded on concerns about the lack of details in a preliminary agreement ending the war between the US and Iran and the realisation the ​resumption of supply through the key Strait of Hormuz may take longer than ‌thought.

Brent crude futures gained 26 cents, or 0.3 per cent, to $83.42 a barrel and US West Texas Intermediate rose to $81.12 a barrel, up 46 cents, or 0.3 per cent.

Even with ​the current agreement, ⁠it remains unclear how quickly the curtailed supply will be able to return to the market.

A $300 billion fund the Trump administration is considering for Iran would be created for companies keen to invest in the country and not from governments, the Financial Times reported on Monday, citing a source briefed on the talks.

US vice president JD Vance said there has not been any sanctions relief but that the agreement contemplates a significant sanctions relief package, if Tehran fulfills its obligations.

“There hasn’t been a single dollar of sanctions relief or unfrozen assets, either from the United States or any of our allies in the Gulf. I’ve seen some misreporting about that. I don’t know where it comes from,” he initially told CNN’s Jake Tapper.

He later said: “To be very clear, this agreement contemplates a very significant sanctions relief package for the Iranian people that transforms how they interact with the world and with the region. But they only get that benefit if they meet their obligations under the agreement.

Reuters could not immediately confirm the report.

Israeli defence minister Israel Katz said on Monday that Israeli forces would look to stay in Lebanon indefinitely, despite the US-Iran deal reportedly stipulating the conflict must end on all fronts.

“Prime Minister Benjamin Netanyahu and I are leading a clear policy that determines that the IDF will remain in the security zones in Lebanon, Syria, and Gaza, without any time limit, to protect, from there, the border and Israeli communities against jihadist elements,” Katz said in a statement.

He said they “oppose an IDF withdrawal from Lebanon, despite all the existing pressures and those that will still come”.

Why it matters

The comments threaten to undermine the tentative framework agreement hashed out between Iran and the US after more than three months of conflict.

Iran and mediator Pakistan have said the deal depends on the war ending on all fronts, explicitly including Lebanon.

Donald Trump clashed with Israeli PM Netanyahu last week after Iran struck Israel over its continued operations in Lebanon. Trump told Netanyahu not to retaliate and warned Israel could find itself fighting alone if it reopened hostilities. Israel subsequently retaliated.

Hezbollah fires rockets at Israeli forces in southern Lebanon

The Israeli military has intercepted several rockets launched by Hezbollah in southern Lebanon.

The Lebanese militant group said it had targeted Israeli forces with rocket salvos and artillery shells in an area of the country’s south, which is being occupied by Israeli forces - with Benjamin Netanyahu’s government vowing it will remain there.

No injuries were reported after an anti-tank missile and multiple mortar shells were fired, the Israeli military said.

It brings concerns of a potential escalation, and the possibility of more Israeli attacks on Beirut and attacks by Hezbollah on northern Israel - both of which could bring serious jeopardy to the US and Iran’s highly fragile truce.

Donald Trump said a preliminary agreement to end America’s’ war with Iran has been signed by both sides as Israel vowed to keep its forces in Lebanon.

“The deal's all signed,” Trump said on Monday after ⁠he arrived in France for a summit of the G7 group of wealthy nations, adding that his vice president JD Vance would attend a formal signing ceremony in Geneva on Friday.

The agreement will reopen the Strait of Hormuz and extend a ceasefire for 60 days, allowing negotiations on issues such as Iran’s nuclear programme and sanctions.

Nearly four months after the US and Israel launched strikes at Iran, Trump and Iranian officials had earlier said a memorandum of understanding had been agreed and the blocked Strait could open up as soon as Friday.

However, Israel’s withdrawal from Lebanon is not a condition of the deal being signed between Tehran and Washington, a senior White House official has said.

The Israeli military will remain in “security zones” for as long as is needed, he says.

The deal, it is reported, includes an end to hostilities in Lebanon - although US officials say Israeli withdrawal from the country is not a condition of the agreement.

Netanyahu says he has saved Israel from annihilation but that the struggle is not over, adding that it will continue to thwart threats in the region.

With or without a deal, he says, Iran will not have a nuclear weapon.

Iran and the US are set to sign a memorandum of understanding to end the war in Switzerland on Friday.

Both sides have declared an immediate and permanent end to all military operations, and say the Strait of Hormuz will start to reopen this week.

Thorny issues like Iran’s nuclear programme and sanctions on Iran will be conducted over the following 60 days. These issues were already the focal point of talks in February, before the US launched the war.

Strait of Hormuz

Donald Trump said the Strait will be reopened on Friday and he had ordered a lifting of the blockade on Iranian ports. He said the Strait would be ‘toll free’.

But Iran's semi-official Fars news agency reported that under the memorandum, marine traffic through the Strait would be regulated by Iran in coordination with Oman.

Nuclear weapons

Both sides have said that Iran agrees that it will neither produce nor acquire nuclear weapons - a promise Tehran has been making repeatedly for decades.

A senior Iranian official said pending a final agreement Iran would freeze its nuclear activity, refraining from further uranium enrichment. They said the US had agreed Iran could dilute its stockpile of HEU under a future agreement.

Sanctions

The senior Iranian official said the US had agreed not to impose any new sanctions on Iran until a final deal was reached.

They also said the US had agreed to release $25 billion of Iran's frozen assets, including via direct cash transfers, cooperation among regional countries, and financial credit lines.

Washington, in coordination with its regional allies, would prepare a reconstruction and development plan for Iran, to be negotiated and agreed with Tehran within 60 days, they added.

He is worried it might scupper the Great Deal with Iran (as he likes to capitalise it). It is set to be signed in Switzerland on Friday, and will hopefully bring an end to a war that killed thousands of people, caused the worst disruption to energy supply lines in history and pushed the world towards a multi-front conflict.

US has high-level relationship with Tehran for first time in 47 years - senior White House official

We’re hearing more from two senior White House officials who earlier spoke to reporters, including The Independent’s White House correspondent Andrew Feinberg.

The US now has a high-level relationship with the Iranian government for the first time in 47 years, they said.

"This has been like a 47-year war" between US and Iran, one said, adding that "we entered this knowing it was one of the hardest problem sets in history".

Negotiations have been "very fruitful" because of the "degradation" of Iranian economy and military, along with the "scattering of their government", they said.

It will become clear over the next two or three weeks whether the understandings between Washington and Tehran will translate into a long-term deal.

"The more the Iranians are willing to work with us... the more they'll be welcomed into the world economy,” a second official said.

“If they want to behave like a normal country, we're willing to treat them like a normal country."

Deal has been signed by Trump, Vance and Iran - senior White House official

The US has signed a memorandum of understanding with Iran, a senior administration official has told The Independent’s White House correspondent Andrew Feinberg.

The deal was signed by vice president JD Vance, president Donald Trump and Iranian parliament speaker Mohammad Ghalibaf.

The Strait of Hormuz is now open, they said, with a “significant increase in traffic” that will “ramp up over time” expected.

More details on the deal will become available in the next 24 to 48 hours, they said.

The memorandum includes the possibility of $300bn (£224bn) in funds for reconstruction, the release of frozen funds, sanctions relief, and "corralling other countries to make investments" if Iran "makes itself investible".

A signing ceremony will take place which, on the US side, will be attended by Vance, Trump’s son-in-law Jared Kushner, Steve Witkoff and the Iranian side.

Starmer hails ‘breakthrough’ in US-Iran war peace deal

The prime minister on Monday welcomed a “hugely significant moment” in war between Iran and the United States as a “breakthrough” deal was announced by Donald Trump.

Trump said the agreement meant “oil will flow” freely once again through the Strait of Hormuz, the vital shipping route out of the Persian Gulf.

“We have long called for de-escalation, and it is vital that all parties seize this opportunity to secure stability in the region and restore freedom of navigation in the Strait of Hormuz, which in turn will ease the economic pressures felt by people here in the United Kingdom and around the world,” Sir Keir told reporters on Monday.

“We will now work closely with our partners to support this agreement and to ensure it turns into a durable, lasting peace.”

“Peace and security in the Near and Middle East are a priority of Swiss foreign policy. Switzerland welcomes the Memorandum of Understanding between the United States of America and Iran, facilitated by Pakistan with the support of Qatar and other states, as an important step towards de-escalation.

“The FDFA is currently in close contact with the US, Iran, Pakistan and Qatar to facilitate the signing of this Memorandum of Understanding in Switzerland at the end of the week.

“No further details regarding the proceedings or the signing ceremony can be provided at this time.”

Trump has landed in Geneva, according to the Associated Press.

The president did not talk to reporters during the trip across the Atlantic, though he did send off a few social media posts. The first item on his agenda once he gets to Evian-les-Bains is to meet with G7 host Emmanuel Macron.

The French president has said he'll seek to persuade President Trump to continue supporting Ukraine and increase pressure on Russia to help reach a peace agreement.

Authorities in southern Lebanon warned displaced people against rushing home on Monday despite a US-Iran deal to end the wider conflict, as Israel said it would not withdraw troops from the south.

Israeli defence minister Israel Katz said the security zone in southern Lebanon would be cleared of local residents, and “all terrorist infrastructure, including houses in contact villages”, in reference to Hezbollah.

Mona Mazeh, a displaced woman sheltering in Beirut's Hamra district, said she had no immediate plans to return to her village near the southern city of Tyre.

“Frankly, we are hesitant; Israel cannot be trusted,” she said.

The Israeli military has been razing villages in southern Lebanon for weeks, saying it is acting against Hezbollah militants embedded in civilian areas of the predominantly Shi'ite Muslim region.

In Nabatieh, a devastated city in the south, Mohammed Daqdouq said he had returned on Monday morning to check on his home.

“We'll need a lifetime to rebuild - to rebuild it again and bring Nabatieh back to how it was,” he said.

Donald Trump said on Monday that ships are starting to move out of the Strait of Hormuz.

He wrote on his Truth Social account that vessels, “many loaded up with oil”, were transiting “the Southern “Highway,” which is totally safe, secure, and pristine. There are other areas of travel, also!!!”

Trump had earlier said the Strait would reopen on Friday. The area is still believed to be mined and it is expected to take weeks to clear the Gulf of ships.
