Isabelle Welsh: Police failed to arrest man who then murdered toddler

  • Harrison Simpson and Alexandra Walker were convicted of murdering two-year-old Isabelle Welsh, who suffered weeks of abuse including 21 broken bones before her death.
  • Simpson, Walker's boyfriend, was also convicted of sexually assaulting Isabelle, while Walker was cleared of that charge.
  • Cleveland Police admitted failing to execute an arrest warrant for Simpson for 18 months, which had been issued after he breached a non-molestation order, prior to Isabelle's murder.
  • The force acknowledged the delay was "far from adequate" and has since implemented changes to its processes for managing outstanding warrants.
  • Simpson was sentenced to life imprisonment with a minimum term of 28 years and six months, and Walker received a life sentence with a minimum of 22 years.
