Israel has issued unprecedented evacuation orders for parts of Tehran as it prepares to unleash a fresh wave of strikes on the fourth day of the deadly conflict.

Sparked by Israel’s strikes on Iran on Friday morning, the exchange of fire has seen more than 200 people have been killed in Iran and more than 20 in Israel, their respective authorities have reported.

The Israeli military said it would strike District Three of Tehran to “attack the Iranian regime's military infrastructure”. Remaining in the area “puts your life at risk”, it told Iranian residents.

The military said on Monday it had “full aerial operational control” over Tehran, but it failed to bat away attacks on Tel Aviv and Haifa overnight on Sunday, with the US embassy among the buildings damaged.

Meanwhile, Iranian lawmakers are preparing a bill to leave the nuclear Non-Proliferation Treaty (NPT) which prevents Iran from developing nuclear weapons, the foreign ministry has said.

While Tehran remains officially opposed to developing nuclear weapons, Iranian officials have suggested the country’s rights under the treaty have not been respected. Iran ratified the treaty in 1970.

Israel, along with India, Pakistan and South Sudan, are the only countries who are not signed up to the treaty.

Israel issues evacuation notice for part of Tehran

An Israeli military spokesperson issued an evacuation warning for a designated area in Tehran, according to a post by the spokesperson on X.

“Immediate warning to all individuals present in the area indicated on the attached map in District 3 of Tehran,” the IDF’s Farsi account said on X, alongside a map of the evacuation zone.

“Dear citizens, for your safety, we ask that you immediately leave the aforementioned area in District 3 of Tehran.

“In the coming hours, the Israeli army will take action in this area to attack the Iranian regime's military infrastructure, just as it has done in recent days around Tehran. Your presence in this area puts your life at risk.”

The Israeli military appears to have resumed heavy strikes in Iran, posts on social media show.

What is the nuclear Non-Proliferation Treaty (NPT)?

Negotiated in the mid-to-late 1960s and first ratified in 1968, the Treaty on the Non-Proliferation of Nuclear Weapons was designed to prevent the spread of nuclear weapons.

It was negotiated by the Eighteen Nation Committee on Disarmament, a UN-sponsored organisation, and first came into force in 1970. At the time, it signalled in new era of warmer relations during the Cold War, following the escalation of an aggressive arms race between the US and USSR.

The treaty is based on three pillars:

  • nuclear non-proliferation; pledging not to engage in or assist in the development of any nuclear weapons
  • disarmament; undertaking to bring an end to the nuclear arms race with a final goal of general and complete disarmament
  • peaceful uses of nuclear energy; reaffirming the right for all parties to develop nuclear energy for peaceful purposes

Israel is one of four countries to have never signed the treaty, alongside India, Pakistan and South Sudan.

Senator seeks to limit Trump's war powers in Iran

A Democratic senator has introduced legislation to prevent Donald Trump from using military force against Iran without Congress's authorization on Monday.

Tim Kaine of Virginia has tried for years to wrest back Congress's authority to declare war from the White House.

During Trump's first term, in 2020, Mr Kaine introduced a similar resolution to rein in Trump's ability to wage war against Iran. That measure passed both the Senate and House of Representatives, winning some Republican support, but did not garner enough votes to survive the Republican president's veto.

Mr Kaine said his latest war powers resolution underscores that the US Constitution gives Congress, not the president, the sole power to declare war and requires that any hostility with Iran be explicitly authorized by a declaration of war or specific authorization for the use of military force.

"It is not in our national security interest to get into a war with Iran unless that war is absolutely necessary to defend the United States. I am deeply concerned that the recent escalation of hostilities between Israel and Iran could quickly pull the United States into another endless conflict," Mr Kaine said in a statement.

Erdogan and Putin discuss Israel-Iran conflict

Turkish president Tayyip Erdogan and Russian president Vladimir Putin have held a phone call discussing the conflict between Israel and Iran.

A statement from the Turkish presidency said the pair had agreed the conflict must end and diplomacy be put into action as soon as possible.

Mr Erdogan repeated his view that the only solution to the crisis was a return to nuclear talks, the statement said.

The Kremlin said: "Both sides expressed the most serious concern about the ongoing escalation of the Iran-Israel conflict, which has already led to a large number of casualties and is fraught with serious long-term consequences for the entire region.

"The leaders spoke in favor of an immediate cessation of hostilities and the settlement of contentious issues, including those related to the Iranian nuclear programme, exclusively by political and diplomatic means."

Late last week, Israel targeted three of Iran’s key nuclear facilities – Natanz, Isfahan and Fordow – killing several Iranian nuclear scientists.

The facilities are heavily fortified and largely underground, and there are conflicting reports of how much damage has been done.

Natanz and Fordow are Iran’s uranium enrichment sites, and Isfahan provides the raw materials, so any damage to these sites would limit Iran’s ability to produce nuclear weapons.

Let’s turn to Gaza, where Israel’s attacks have continued while much of the world has turned its attention to the new conflict with Iran.

Israeli fire killed at least 40 people, half of them near an aid distribution site operated by the US-backed Gaza Humanitarian Foundation on Monday, the territory's health ministry said on Monday.

Medics said at least 20 people were killed and 200 others wounded near an aid distribution site in Rafah, the latest in daily mass shootings that have killed hundreds of Palestinians trying to reach food since Israel imposed a new distribution system after partly lifting a near three-month total blockade.

There was no immediate comment from the Israeli military about Monday's reports of shootings. In previous incidents it has occasionally acknowledged troops opening fire near aid sites, while blaming militants for provoking the violence.

Relatives arrived at Nasser Hospital to mourn the dead, Reuters reported. Women and children wept beside bodies wrapped in white shrouds.

“We went there thinking we would get aid to feed our children, but it turned out to be a trap, a killing. I advise everyone: don’t go there," said Ahmed Fayad, one of those who tried to reach aid on Monday.

Iran has arrested dozens of alleged “spies” linked to Israel since the start of the conflict on Friday, Iranian state media has reported.

It comes after earlier news that Iran executed a man who was found guilty of spying for Israel's intelligence agency Mossad, reported by semi-official Fars news agency, who identified the man as Esmail Fekri.

The execution is the third in recent weeks related to the conducting of espionage on behalf of Israel.

'It's absurd': US lawmaker responds to closure of Israeli stands at Paris Air Show

US Republican governor Sarah Huckabee Sanders on Monday described a decision by the French government to close down four Israeli company stands at the Paris Air Show as “pretty absurd”.

The stands were closed for refusing to remove offensive weapons from display.

"It seems pretty absurd that this is the only entity not allowed to continue with the display that they would have had approved over the course of the last several weeks and months,” Huckabee Sanders told reporters, standing outside blacked out Israeli defence firm stalls.

"In light of everything going on in the world, I would like to see this group (Israeli defence firms) have access and something opened up."

Russia stands ready to mediate between Iran and Israel

Russia remains ready to act as a mediator in the conflict between Israel and Iran, the Kremlin said on Monday.

Russia's previous proposals to resolve the conflict are still on the table, but the outbreak of hostilities has complicated the situation, Kremlin spokesman Dmitry Peskov said.

Moscow's previous proposals to store Iranian uranium in Russia also remain on the table.

No further damage at Iran's nuclear sites, says IAEA

There has been no further damage on Iran’s nuclear facilities in Natanz and Fordow after continued Israeli strikes, boss of the UN nuclear watchdog Rafael Grossi said.

The smallest of three nuclear enrichment plants in the Natanz nuclear complex was damaged by an Israeli attack on Friday.

While there was no sign of a physical attack on the bigger underground enrichment plant at Natanz, its power supply was destroyed. No damage was seen at the Fordow plant dug into a mountain.

The International Atomic Energy Agency said there had been no additional damage since.

Israeli minister rows back on threat against Tehran's residents

Israeli defence minister Israel Katz has rowed back on comments in which he said the residents of Tehran would “pay the price” for Iranian strikes on Israel.

His comments came after the Iranian military fired missiles which struck Tel Aviv and Haifa before dawn, killing at least eight people according to Israeli authorities. More than 200 people have been killed in Iran, Iranian media cited the health ministry as saying.

"The arrogant dictator of Tehran has become a cowardly murderer who targets the civilian home front in Israel to deter the IDF from continuing the attack that is collapsing his capabilities,” Katz said after the attacks.

“The residents of Tehran will pay the price, and soon.”

Katz has now rowed back on the comments, and stated there is no intention to harm Tehran’s residents.

"I wish to clarify the obvious: there is no intention to physically harm the residents of Tehran as the murderous dictator does to the residents of Israel," he said.

"The residents of Tehran will have to pay the price of dictatorship and evacuate their homes from areas where it will be necessary to attack regime targets and security infrastructures in Tehran."

Israel kills four senior Iranian intelligence officials, military says

The Israeli military has said it killed four senior Iranian intelligence officials as it struck more than 20 targets in overnight strikers across Iran.

Among the dead was the head of the powerful Iranian Revolutionary Guards (IRGC) Brig. Gen. Mohammad Kazemi.

Iranian state media had previously reported that Kazemi and his deputy, Hassan Mohaqiq, were killed in an Israeli strike.

The Israeli spokesperson reiterated the military’s claim to have achieved “aerial superiority” over Iran, adding that nuclear programme headquarters in multi-story buildings were among the targets.

More than 200 people have been killed in Iran and more than 1,000 injured since Israel sparked the conflict on Friday.

Regime change in Iran could be a result of Israel's military attacks on the country, Benjamin Netanyahu has said, adding Israel would do whatever is necessary to remove the "existential threat" posed by Tehran.

Asked by Fox News if regime change was part of Israel's military effort, Netanyahu said: "Could certainly be the result because the Iran regime is very weak."

"We're geared to do whatever is necessary to achieve our dual aim, to remove ... two existential threats - the nuclear threat and the ballistic missile threat," Netanyahu said in one of his first interviews since Israel's attacks began.

The Iranian parliament is preparing a bill to leave the nuclear Non-Proliferation Treaty (NPT), foreign ministry spokesperson Esmaeil Baghaei has said.

The treaty seeks to prevent the spread of nuclear weapons and technology, instead promoting the peaceful uses of nuclear energy.

The NPT, which Iran ratified in 1970, guarantees countries the right to pursue civilian nuclear power in return for requiring them to forego atomic weapons and cooperate with the UN nuclear watchdog, the IAEA.

Israel has hit out angrily at the decision by Paris Air Show organisers to shut down the stands of four Israeli companies.

The decision was made because the firms were displaying offensive or kinetic weapons on the stands and failed to comply with instructions from Israeli authorities to remove them, a source told Reuters news agency.

"This outrageous and unprecedented decision reeks of policy-driven and commercial considerations," the ministry said in a statement.

"The French are hiding behind supposedly political considerations to exclude Israeli offensive weapons from an international exhibition - weapons that compete with French industries."

Donald Trump has said Iran and Israel might need to “fight it out” to bring an end to an exchange of deadly air strikes over the weekend.

Iran’s retaliation to Israeli attacks on its nuclear facilities is “self defence” and a “matter of principle”, the Iranian ambassador to the UK has said.

The "barbaric Israeli regime" is "violating international law", Seyed Ali Mousavi told Sky News’ Yalda Hakim. He added that Israel’s actions were an “act of aggression against the Iranian people”.

More than 20 people have been killed by Iranian strikes on Israel, according to Israelin tallies.

"It is a matter of principle,” Mr Mousavi said. "This is about self-defence, there is no doubt about it.

"We are a responsible member state of the UN and we do all activities according to our international obligations.

Four Israeli companies have had their stands shut down by the organisers of Paris Air Show, an official at the Israeli Ministry of Defence has said.

French authorities made the decision after Israeli firms failed to comply with instructions to remove offensive or kinetic weapons from the stands, a source said.

The air show, which claims to be the largest of its kind in the world and begins today (Monday), is a trade fair held in odd years at the Paris-Le Bourget Airport in France.

Iran's Revolutionary Guards said its latest attack in the early hours today on Israel employed a new method that caused its neighbour’s multi-layered defence systems to target each other.

"The initiatives and capabilities used in this operation, despite the comprehensive support of the United States and Western powers and the possession of the most up-to-date and newest defence technology, led to the successful and maximum hitting of the missiles on the targets in the occupied territories," it said.

Iran does not intend to develop nuclear weapons but will pursue its right to nuclear energy and research, the country’s president Masoud Pezeshkian said today.

“We have no intention to develop nuclear weapons,” the Iranian leader said. “We have a right to nuclear energy and research and we won’t let anyone take that away from us,” Mr Pezeshkian said today as the conflict with Israel heats up.

The preisdent warned and said: “We were not seeking war nor initiated it.”

The Iranian president was reiterating supreme leader Ayatollah Ali Khamenei's religious edict against weapons of mass destruction.

The latest round of nuclear negotiations between Iran and the US, due last Sunday, were scrapped after Tehran said it would not negotiate while under Israeli attack.
