Italy U21 coach Paolo Nicolato was left fuming after their opening defeat to France.
Italy lost 2-1 with an equaliser being denied, despite it being shown on video replay the ball crossed the goalline. VAR is not being used in the group phase.
AC Milan defender Pierre Kalulu also appeared to handle the ball to score the winner.
"Honestly, I struggle to talk about the game today," Nicolato told RAI Sport.
It's not possible to see refereeing like this and I have the impression it affected the result far too much. We were also unlucky, even if we lost to a great team. It was a good performance, we deserved more."
