The High Court of Jammu & Kashmir and Ladakh on Wednesday announced the adoption of virtual hearings and hybrid working arrangements as part of fuel conservation measures following Prime Minister Narendra Modi’s appeal.

A circular issued by the office of the Registrar General in Srinagar outlined several measures in view of the nationwide call for adopting steps relating to “economic self-defence” amid concerns over rising fuel prices and energy security.

The measures would remain in force until further orders, it said.

From May 21, the High Court will encourage virtual hearings and online appearances by advocates, subject to observance of the decorum and protocol prescribed for virtual proceedings. During the vacation period commencing June 8, the nominated Vacation Benches will also hear matters through virtual mode.

The court said advocates unable to participate through video conferencing for unavoidable reasons may appear physically before the courts whenever it is functioning physically.

“No physical administrative inspection or visit of the districts shall be conducted till further orders. All administrative meetings shall be convened virtually,” the order stated.

It further said the LTC facility for judicial officers and High Court staff, except those already granted the benefit, would remain unavailable till further orders.

“However, for any number of days during which the LTC facility remains unavailable during any month, the relevant LTC block period shall stand extended by one month,” the order added.

The Judicial Academy has also been directed not to conduct any physical training programmes. All workshops, orientations and academic activities will instead be held virtually.

“The officers of the Registry shall, wherever feasible, pool the transport facilities allotted to them in order to minimise fuel consumption and ensure optimal utilisation of official resources,” the order stated.
