MANILA, Philippines — Jill L. Tolentino Customs Brokerage (JLTCB), together with the Department of Trade and Industry (DTI) Bataan and CITI Philippines, successfully conducted a free executive masterclass aimed at strengthening Post Clearance Audit (PCA) readiness and import compliance among Bataan importers, locators, and business stakeholders.
The virtual session, titled “Free Executive Masterclass: Strengthening Post Clearance Audit Readiness,” was held Sept. 2 via Zoom, providing participants with practical insights into the Bureau of Customs' Post Clearance Audit program, the Prior Disclosure Program (PDP), customs compliance, and trade facilitation.
The masterclass featured three key discussions led by licensed customs brokers with expertise in customs administration and trade compliance.
Licensed customs broker Francine Dela Cruz led the first discussion on PCA, providing an overview of the Bureau of Customs program, its processes, and compliance requirements while addressing common importer risks, potential audit findings, customs valuation, tariff classification concerns, and the critical importance of maintaining proper business records and supporting documentation.
Licensed customs broker Maria Franchesca Lumelay then discussed how the PDP supports voluntary compliance and helps qualified importers proactively address customs discrepancies, giving participants detailed insights into PDP application procedures, requirements, and key considerations when disclosing potential compliance issues.
Completing the presentation sessions, licensed customs broker Apple Nathalie B. Marfa outlined JLTCB’s expertise in customs compliance and trade facilitation, highlighting the role of licensed customs brokers in supporting compliant, efficient trade operations alongside strategies businesses can adopt to reduce shipment delays, regulatory risks, and operational challenges.
Throughout the session, the speakers emphasized that customs compliance does not end once imported goods are released, noting that maintaining accurate records, properly supporting declarations, and regularly reviewing import processes are essential elements of a robust compliance program for Philippine importers.
The masterclass encouraged businesses to take a proactive approach to potential customs risks, as understanding PCA requirements and voluntary mechanisms like the PDP allows importers to identify compliance gaps before they develop into major regulatory issues.
Another primary focus was the importance of integrating customs compliance into broader business operations through cross-departmental collaboration among finance, procurement, logistics, accounting, and customs teams to ensure that documentation supporting import transactions remains accurate, consistent, and accessible.
For businesses operating across the Philippines, these practices grow increasingly relevant in an international trade landscape driven by compliance, where stronger documentation, internal controls, and regulatory awareness empower companies to manage customs risks while maintaining efficient trade operations.
The initiative also provided participants with an opportunity to learn how JLTCB’s advisory, brokerage, and compliance solutions support businesses beyond immediate shipment clearance, combining technical customs expertise with practical guidance to help importers navigate regulatory and operational challenges throughout the trade process.
Ultimately, the successful event reflects the ongoing importance of industry education in strengthening import compliance across the Philippines, equipping participating importers and locators with actionable knowledge for their customs processes while fostering a proactive compliance culture.
As Philippine companies continue to participate in global trade, preparing for regulatory requirements should not begin only when an audit notice arrives; Post Clearance Audit readiness starts with accurate records, sound internal controls, informed decision-making, and an ongoing commitment to customs compliance.
