JPJ Has Issued Nearly 500,000 Summonses Worth Over RM25 Million to Foreign Drivers Since 2023

The Road Transport Department (JPJ) issued a total of 482,742 summonses against foreign drivers over a three-year period from 2023 to 2025 through the implementation of Operation Foreign Drivers (Ops Pewa).

JPJ Malaysia’s Director of Enforcement, Datuk Muhammad Kifli Ma Hassan, said that of the total, 107,766 summonses were issued in 2023, followed by 183,300 in 2024, and 191,476 in 2025.

According to him, during the same period, JPJ also carried out seizure actions on 15,789 vehicles driven by foreign nationals for various serious and repeat traffic offences.

“The main offences involving foreign drivers are not having a driving licence, no road tax, and no insurance coverage, as well as unauthorised vehicle modifications,” he said at a press conference.

Foreign drivers from multiple countries

He added that among the foreign nationals most frequently subjected to enforcement action were those from the Rohingya ethnic group, Bangladesh, Indonesia, the Middle East, India, and China, involving a total of 462,835 drivers.

Meanwhile, drivers from Thailand and Singapore mostly used foreign-registered vehicles and also recorded high summons rates.

He stressed that JPJ will not compromise with any foreign driver who violates road laws, including taking action to seize vehicles and prosecute offenders under existing legal provisions.
