Road Transport Department (JPJ) director-general Datuk Aedy Fadly Ramli has stressed that the department will not compromise on safety and will continue to take firm enforcement action against commercial vehicle operators failing to comply with guidelines.

This is after JPJ found that 64% of commercial vehicle operators audited during the Special Operation on Safety Audit System Guidelines (Ops Khas JISA) failed to meet mandatory safety requirements.

Aedy Fadly was quoted by BERNAMA as saying that Ops Khas JISA was conducted nationwide from 23 June and involved 133 companies operating commercial vehicles.

Of the 133 companies, only 48 passed, while 85 companies were found not in compliance with the JISA guidelines.

The JPJ director-general asserted,

“The non-compliant companies comprised 43 lorry operators and 42 tour and express bus operators,”

Among the key violations were:

  • Failure to appoint occupational safety and health officers
  • Lack of GPS installation in all vehicles
  • Poor GPS monitoring practices

Besides that, Ops Khas JISA also found that:

  • Many companies failed to record drivers’ working hours, which must not exceed 8 hours a day, with a minimum of a 30-minute break every 4 hours of driving
  • Many companies don’t have safety action plans in place
  • Many companies didn’t display hotline numbers or the names of responsible officers on their vehicles for public complaints

Accordingly, JPJ will submit the list of non-compliant companies to the Land Public Transport Agency (APAD) for further action. These companies face possible suspension or cancellation of operating licenses for non-compliance with JISA.
