CALLS for justice for Rocky are growing louder.
What began as a stray dog-catching operation in Klang has turned into a public outcry, with animal welfare groups, politicians and thousands of netizens demanding answers over the death of the dog, whose final moments were captured on video and widely shared online.
The incident at Taman Teluk Gedung Indah, Port Klang, has sparked anger among animal lovers, with many questioning whether the operation was carried out appropriately and whether enough was done to prevent Rocky’s death.
Under the hashtag #JusticeForRocky, members of the public have called for a transparent investigation, while animal welfare groups are urging authorities to ensure that anyone responsible for alleged cruelty is held accountable.
The Royal Klang City Council (MBDK) has since handed over the investigation to the police, saying the incident happened during an enforcement operation following complaints from residents over concerns about the growing stray dog population in the area.
MBDK said the operation was carried out from 8.30 pm to midnight and involved 11 personnel and an officer from its Health Department, with support from about 50 residents.
The council said 12 stray dogs were successfully captured during the operation using “Loop” equipment in accordance with standards set by the Housing and Local Government Ministry (KPKT), while maintaining that animal welfare was taken into consideration.
However, the operation took a tragic turn when officers attempted to capture Rocky, a dog believed to belong to a resident.
MBDK said several individuals obstructed its officers during the operation, claiming that one person attempted to cut the capture strap with a knife and threatened self-harm if the dog was not released.
The council said the situation became chaotic, making it difficult for officers to safely loosen and remove the equipment, resulting in Rocky’s death.
“To prevent the situation from escalating further and to avoid injuries, MBDK personnel released the equipment,” it said.
Police officers later arrived at the scene to control the situation.
Following the incident, MBDK lodged a police report over alleged obstruction of public servants carrying out their duties, as well as the alleged threat involving a sharp weapon.
The council expressed regret over Rocky’s death and said it remained committed to carrying out enforcement operations professionally and in accordance with animal welfare standards.
But the explanation has failed to calm public anger.
For many animal advocates, the central question remains: could Rocky’s death have been prevented?
Persatuan Haiwan Terbiar Malaysia has called on authorities to investigate allegations that the dog was subjected to cruelty before its death.
Its president, Kalaivanan Ravichandran, alleged that Rocky was beaten by a group of men before being captured, claiming that a rope was tied around the dog’s neck and used to drag it despite pleas from its owner.
A video circulating online showed a woman believed to be Rocky’s owner repeatedly pleading for the restraint around the dog’s neck to be removed and for the animal to be released.
The footage triggered widespread anger online, with many questioning the treatment of the animal and calling for those involved to face consequences if wrongdoing is established.
Former Klang MP Charles Santiago criticised MBDK’s response, saying the focus should not be shifted towards the actions of Rocky’s owner.
He said anyone witnessing an animal struggling for its life would naturally attempt to intervene.“Calling her aggressive shifts attention away from the real issue — that a dog died while in the custody of enforcement officers, as its caretaker pleaded for mercy,” he said.
Santiago called for an independent investigation, transparency over the actions of enforcement personnel involved, and meaningful action if any misconduct was found.
Bukit Bendera MP Syerleena Abdul Rashid also called for a swift, transparent and independent investigation, saying accountability must be established.
Meanwhile, lawyer Vivek Sukumaran, chairman of the Bar Council’s criminal law committee, said the incident should not be viewed only through the lens of animal cruelty but also as a reflection of how conflicts are handled within society.
He said the footage circulating online raised concerns over the use of violence when dealing with disputes.
Vivek urged police to investigate both Rocky’s death and allegations that the dog’s owner was assaulted or restrained during the incident.
He also called on MBDK to clarify the role of its officers and consider suspending those involved pending an independent inquiry.
Police have since opened an investigation into Rocky’s death under Section 428 of the Penal Code for mischief by killing an animal.
Klang Selatan police chief ACP Lim Jit Huey confirmed that investigations were ongoing, adding that the public should avoid sharing videos of the incident as they could cause further distress.
Animal cruelty offences under Malaysian law carry penalties of between RM20,000 and RM100,000 in fines, imprisonment of up to three years, or both upon conviction.
As investigations continue, Rocky’s death has become more than just a dispute over a dog-catching operation.
For many Malaysians watching the incident unfold online, it has become a test of whether accountability and compassion will follow when questions are raised over the treatment of animals.
