KUALA LUMPUR – Minister in the Prime Minister’s Department (Federal Territory), Hannah Yeoh, has announced two immediate reforms aimed at strengthening accountability and transparency in urban planning in Kuala Lumpur.

The announcement was made during her first meeting of the Federal Territorial Council of Ministers with Members of the Kuala Lumpur Parliament, which she chaired, according to a statement shared on her Facebook page.

The first measure requires all large-scale development projects in Kuala Lumpur to formally take into account the views of the relevant Members of Parliament (MPs).

“All large-scale development projects are now required to take the views of area MPs and be presented in Local Centre meetings (One-Stop Centre, OSC) for OSC consideration,” she said.

The second initiative involves granting MPs access to the OSC Portal.

“Members of Parliament will be granted access to the OSC Portal to enable them to be notified in advance of development applications in their respective areas of Parliament before approval is granted,” she added.



Hannah Yeoh stressed that previously, MPs were only notified of development projects after decisions had already been made.

She also added that development practices in Kuala Lumpur taking place without the knowledge or involvement of Members of Parliament should be stopped, the former Youth and Sports Minister said.

Meanwhile, during the meeting, five committees were established to oversee the expenditure of the 2026 Kuala Lumpur City Hall (DBKL) Budget.

“This is to ensure that the citizens can enjoy the infrastructure facilities at the best possible level and in line with the assessment tax that they pay to DBKL,” she added.

The committees include the Business Sustainability Monitoring Committee, chaired by Batu MP Prabakaran M Parameswaran, and the Monitoring Committee on Public Housing, People’s Project Housing and Community Welfare, chaired by Bandar Tun Razak MP Datuk Seri Dr Wan Azizah Dr Wan Ismail.

They also comprise the Flood Mitigation, Road Maintenance, Management and Slope Maintenance Monitoring Committee, chaired by Wangsa Maju MP Zahir Hassan; the System and Traffic Management Monitoring Committee, chaired by Lim Lip Eng; and the Cleanliness, Green and Sustainable Cities Monitoring Committee, Seputeh MP Teresa Kok Suh Sim.

“City administration cannot be carried out in private or separately,” Yeoh further explained during the meeting.

She also stressed that the Members of Parliament of Kuala Lumpur are elected by the people to represent them and be their voice. - January 19, 2026
