Selimi may well have been speaking for much of Kosovo – it's the third parliamentary election there in 18 months. Voters went back to the polls this Sunday because no one party has been able to gain a strong enough majority to pull the country out of political deadlock. The results keep producing hung parliaments that cannot turn into functioning governments.
