KOTA Belud Member of Parliament Isnaraissah Munirah Majilis (pic) called on the Federal Government to honour Sabah’s constitutional right to 40 per cent revenue share, saying the court-mandated 90-day deadline was wasted with a cancelled meeting.

“The court decision on the 40 per cent issue has been released. The order has also been made. But unfortunately, the 90 days given by the court seem to have been wasted just like that. The meeting that should have been held was cancelled,” she said when debating the motion of thanks for the Royal Address in the Dewan Rakyat on Tuesday.

“I want to know why the meeting that should have been held on Dec 19, 2025, was cancelled. I also want to know what was discussed, what formula was used and what was proposed by both parties at the first meeting, whether the Federal Government or the Sabah Government,” she said.

Questioning whether the Federal Government truly respects and intends to implement rights enshrined in the Malaysia Agreement 1963 (MA63) and the Federal Constitution, she requested a detailed written response rather than during the winding-up session, saying previous answers always go in circles without addressing the issue.

Additionally, Isnaraissah noted that Sabah consistently tops Malaysia’s poverty charts despite various aid programs.

“As of July 31, 2025, nearly half of the nation’s 747 hardcore poor household heads are in Sabah, while 20 per cent of about 300,000 poor household heads nationwide are in the State.

“Something is not right. Have our leaders failed? Has our delivery system failed? Or have the people failed? Or have we failed to identify priorities in Sabah? Or are there systemic leakage, wastage and corruption that we dare not touch in Sabah and this is allowed to continue? she said.

She said Sabah remains far behind in sectors highlighted in the Royal Address for the 13th Malaysia Plan, including education, housing, health and public transportation.

“What I mean by out of the ordinary? If previously the allocation for Sabah was five per cent of the total allocation, increase it to 10 per cent or 20 per cent.

“If previously there were not enough personnel to do documentation, double it. If previously the procedures were full of bureaucracy, simplify them. If previously project monitoring was weak, tighten it and use digitalisation and 24-hour CCTV. If necessary, add MACC enforcement. Do it,” she said.

She pointed out that the highest number of dilapidated schools are in Sabah and Sarawak, as are the highest number of dilapidated hospitals and clinics, with insufficient personnel and specialists.

She cited the recent viral case of the inefficient Kota Belud Emergency Department due to doctor shortage.

She also pointed out severe housing issues where one house accommodates three to four families.

“This is common in Sabah,” she said.
