The midfielder is a free agent after being allowed to come off contract at Manchester United this week.
Le Parisien says Herrera is now set to sign for PSG and be handed the number 21 shirt.
PSG have already snapped up Pablo Sarabia from Sevilla this week.
Herrera turned down a new contract offer from United before agreeing to move to Paris.
