
Dr. Zaliha Mustafa, the Minister in the Prime Minister’s Department for Federal Territories, recently inaugurated the Public Participation Programme aligned with the 2040 Labuan Structure Plan Report and Flag Hoisting Campaign to commemorate this year's Federal Territory (FT) Day. The Labuan Structure Plan Report holds paramount significance as it will delineate development policy proposals covering physical, economic, environmental, and social aspects in the Federal Territory of Labuan.
In a Facebook post today, Dr. Zaliha emphasized the necessity for public involvement in shaping Labuan's development direction by 2040. She urged people to contribute their views to make the Structural Plan more comprehensive and sustainable before its gazettement. Labuan Corporation, in collaboration with PLANMalaysia, plans to conduct a series of nine outreach programs until February 29 to elucidate the plan and collect diverse opinions from stakeholders.
The bottom-up approach, championed by Dr. Zaliha, aims to align Labuan's development with the genuine needs and desires of its residents. Following the completion of the public opinion process, the report will undergo presentation and, if all goes as planned, will be gazetted by the end of the second quarter of 2024.
During a recent meeting, Dr. Zaliha disclosed key policy decisions, including prioritizing the completion of basic infrastructure projects in Labuan to enhance public comfort. This involves three critical 70-kilometer pipe replacement projects scheduled for completion by early June 2024 or at the latest, the first quarter of 2025.
In response to Prime Minister Datuk Seri Anwar Ibrahim's call for increased programs in Labuan, Dr. Zaliha revealed that the Federal Territories Department has outlined 92 programs for the year 2024. Moreover, in collaboration with the state Ministry of Tourism, Arts and Culture, Tourism Malaysia Labuan, and other stakeholders, Dr. Zaliha has directed the establishment of a special committee led by Labuan Corporation. This committee is tasked with identifying tourism products to bolster the sector.
Highlighting the critical role of engagement from various stakeholders, including civil servants, the private sector, non-governmental organizations, industry players, and Labuan's residents, Dr. Zaliha underscores the collaborative efforts essential for achieving the island's aspirations.
