Kota Kinabalu: The State Agriculture, Fisheries and Food Industry Ministry launched the Organisational Anti-Corruption Plan (OACP) 2024–2029 for the Drainage and Irrigation Department (DID), Friday.

Its Minister Datuk Seri Dr Jeffrey Kitingan said the OACP was designed to address corruption, integrity and governance issues at the department level.

He said the plan’s framework and strategy were developed through brainstorming sessions and discussions during a development workshop involving branch heads, district engineers and selected senior officers from different branches and districts.

“The implementation process of the DID OACP Plan also considers incorporating certain existing initiatives that have been certified to be effective in previous implementations.

Read more “For example, internal issues of the organisation related to weaknesses in integrity, governance, anti-corruption and abuse of power should be addressed, involving all areas and activities within the organisation.

“Therefore, it is my hope this plan can serve as a reference for all DID employees, from the top management down to the lower levels.

“I believe that by eliminating corruption, misuse of power and acts of malpractice, service delivery will be enhanced, not only in terms of efficiency and transparency but also accountability,” he said.

His speech was delivered by Assistant Agriculture, Fisheries and Food Industry Minister Datuk Hendrus Anding at the Wisma Pertanian Sabah multipurpose hall.

The OACP was drafted in accordance with the instructions of Prime Minister Datuk Seri Anwar, as issued by the Prime Minister’s Department through its Pekeliling Siri 2 No. 1 2019.

The plan provides clear guidance to all government bodies on their roles and responsibilities in preventing corruption, he said.

Also present were the Ministry’s Permanent Secretary Datuk Robert Stidi, MACC Deputy Director of Prevention Alexander S. Kunghi, Senior Assistant Secretary, head of the governance and integrity strengthening unit, Integrity and Governance (BigONS) Asril Sharil and DID Director Siraja Bashora.
