The issue of asset declaration among Malaysian MPs has sparked renewed debate, particularly over whether it should be mandatory for all members of Parliament, regardless of their political alignment. The Center to Combat Corruption and Cronyism (C4) has recently called on the government to introduce an asset declaration framework that applies uniformly to all MPs, criticizing the current practice of focusing scrutiny solely on opposition members.
C4 argues that transparency and accountability in governance should not be wielded as a tool for political maneuvering. The government has proposed that opposition MPs declare their assets as a condition in the Memorandum of Understanding (MoU) for equal allocation of parliamentary funds. However, this decision has faced criticism. Perikatan Nasional (PN) chief whip Dato' Seri Takiyuddin Hassan voiced concerns that such conditions seem “strange,” questioning why only non-government MPs should declare assets, while government officials, including ministers, are seemingly exempt.
The call from C4 emphasizes the need for fairness, stating that if the government truly believes in transparency, it should mandate asset declaration across the board. Anything less, C4 warns, risks portraying the Madani government as hypocritical. Their stance is clear: for asset declaration to be seen as a legitimate practice and not as a political bargaining chip, all MPs whether government backbenchers, ministers, or opposition members must be held to the same standards.
Transparency in Governance: A Universal Obligation
C4 also cautions the opposition against adopting an antagonistic stance on this matter. Transparency should not be contingent upon political power, and all public officials should be willing to disclose their assets voluntarily. Asset declaration should be seen as an ethical duty for any MP, whether in the ruling coalition or the opposition. This practice, they argue, builds public trust and reassures voters that their elected representatives are not abusing their positions for personal gain.
"Transparency is not a conditional obligation depending on who holds power," C4 stated in a release. By normalizing asset declaration, the integrity of all public officials is upheld, contributing to a culture of accountability that benefits Malaysia’s democracy.
A Law for Asset Declaration: The Way Forward?
C4’s call for a mandatory asset declaration law highlights the current administration’s lackluster approach to transparency. While the government has discussed creating a framework for government MPs, the absence of a legally binding law means there is no uniformity or legal enforcement. A framework alone, C4 argues, will not suffice. It leaves room for discrepancies, leading to uneven transparency across MPs.
By contrast, a law would establish clear guidelines, requiring all MPs without exception to declare their assets. Public access to this information would then enhance accountability and reduce the risk of corruption. The watchdog group insists that renewed calls for a robust asset declaration law must be made a priority, especially given the current government's apparent willingness to use such requirements as leverage for political agreements.
In an era where transparency is key to maintaining public trust, the question is simple: Shouldn’t all MPs, regardless of their position, be subjected to the same level of scrutiny? C4's response is a clear and unequivocal yes. Any move to selectively enforce asset declaration will be viewed as a failure in governance, one that undermines the democratic principles of fairness and accountability.
Moving Forward: A Step Toward Restoring Trust?
For Malaysia, the debate over asset declaration strikes at the heart of the country’s ongoing struggle to improve governance and eliminate corruption. The proposal for an asset declaration law is a step toward greater transparency, but only if it applies universally. Selective enforcement will only deepen political divides and erode public confidence.
If the government is truly committed to transparency, it must ensure that all MPs, irrespective of political affiliation, are held accountable. In doing so, Malaysia can take a meaningful step toward restoring trust in its political system.
