Libertad vice-president Jorge De Los Rios says there's more talent in Paraguay like new Brighton signing Julio Enciso.
De Los Rios said there is more where he came from.
De Los Rios, who is in Brighton with Enciso and the player's representative, said: “I know boys from smaller and bigger clubs in Paraguay.
“I have no doubt we have a generation who have the potential to play in the world's best leagues.
“We need to progress at administrative level in some aspects."
He added: “The excitement is very great, the happiness we have as a club.
"We evaluated the real interest there was in Julio from important clubs.
“We are convinced Brighton is the best place for him to develop.
“They are well-organised, we consider them as friends.
“The negotiations were very agreeable because we share the same principles and values."
