David is enduring an underwhelming season, which has prepared Lille to accept considerably less than his 52m release clause, says La Gazzetta dello Sport.
Instead, LOSC would be willing to sell the centre-forward for 35m.
At Spurs, David is seen as a replacement for former star striker Harry Kane. Milan, meanwhile, view David as potential cover for Olivier Giroud.
