The youngster was part of Spain's World Cup squad.
AS says the Reds are exploring the possibility of signing Williams, and are willing to test the ground" for a potential move.
Aston Villa have also been credited with an interest in the 20-year-old forward, who is the brother of club captain Inaki Williams.
It has been claimed that Williams has a 50m (44m) release clause in his contract, but also that the young forward has remained loyal" to Bilbao.
