The 22-year-old is someone who is impressing scouts throughout Europe.
The Liverpool Echo has stated that Ugarte is not on the list of targets for Liverpool at present.
However, Record in Portugal has another view, stating that Liverpool are the frontrunners to sign the midfielder.
They claim that Aston Villa and Chelsea are also chasing after the all-action star.
Ugarte has a release clause of around 60 million, which is within range for most Premier League teams.
