BILD says the Reds had scouts watch Vuskovic in the German Second Division last season.
Wolves also hold an interest in the Croatian defender, who is highly rated.
Vuskovic signed for Hamburg following a two-season loan spell from Hajduk Split.
Hamburg missed out on promotion back to the Bundesliga last season after losing in the play-offs. The 20-year-old, according to the report, has now been watched by Liverpool.
