10 former Negeri Sembilan state executive council (exco) members filed legal challenges in both the Seremban High Court and the Federal Court against the revocation of their appointments by the Yang di-Pertuan Besar, Tuanku Muhriz Tuanku Munawir.

The plaintiffs are asking the courts to determine whether the Yang di-Pertuan Besar has the discretionary power under the Negeri Sembilan State Constitution to dismiss exco members unilaterally, without the advice of the Menteri Besar.

An originating summons was filed at the Seremban High Court naming the State Secretary and State Government as respondents, with a hearing set for 16 Nov 2026, to address a preliminary objection on whether the challenge should have been filed via judicial review instead.

The Federal Court has scheduled a hearing for 16 Dec 2026, to evaluate the constitutional questions raised in their motion.

If the High Court in Seremban rules in favor of the former exco members, it still does not automatically resolve the entire dispute.

The respondents i.e the State Secretary, the State Government, or the intervening Dewan Keadilan dan Undang will almost certainly file for an interim stay of execution to freeze the effects of the High Court's ruling pending the outcome of their appeal to the Court of Appeal.

This would prevent the exco members from immediately attempting to reclaim their offices or disrupt current state administration.

Because the core of this issue hinges on interpreting the Negeri Sembilan State Constitution, the definitive "next step" is the substantive battle at the Federal Court which will hand down the final, binding interpretation of the Ruler's constitutional boundaries.

If the Federal Court rules in favor of the former exco members, it means the court officially deems the Yang di-Pertuan Besar’s unilateral dismissal as having no legal effect.

A ruling for the excos firmly establishes that a Malay Ruler cannot unilaterally sack cabinet or exco members without the formal advice or request of the head of government (the Menteri Besar or Prime Minister).

Legally, the 10 individuals would be restored to their original positions as active State Executive Councillors, as if the dismissal never happened.

And the Menteri Besar, who stayed in office and affirmed he never advised the Ruler to sack them, would have to manage a reinstated cabinet that the palace, citing a "breach of allegiance" in removing them, views these excos as disloyal.

And because of the extreme complexity and historical weight of the constitutional issues at stake, it is unlikely that the Federal Courts will deliver a decision on 16 Dec 2026.

Thus, by the time, a decision is made, the country will have a new adminstration installed in Melaka, whose election is on 14 Nov 2026 and Sarawak, who has to hold their elections no later than 26 Dec 2026, within 60 days from the official dissolution on 26 Oct 2026.

Looks like tense days ahead in Negeri Sembilan.

Who benefits from this standoff?

Definitely NOT the people of Negeri Sembilan.
