MANILA, Philippines — The Land Transportation Franchising and Regulatory Board (LTFRB) issued a show cause order (SCO) against a bus company that was caught on video doing a counterflow and warned other "road bullies."
Acting LTFRB Chairman Greg Pua Jr. confirmed that the SCO has been served to Victory Liner, with an order to the company to submit a written explanation as to why its certificate of public convenience should not be suspended or revoked over the reckless driving behavior of one of its drivers.
"Roads are not a playground for larger vehicles to bully smaller ones. We will not tolerate this, and those who dare commit such acts in the public transportation sector will face the consequences," Pua said.
The incident, which occurred along a national highway in the province, showed the bus forcibly veering into the opposite lane while overtaking other vehicles.
What made the maneuver particularly dangerous was that it took place on a blind curve—forcing a motorcycle rider to pull over to the roadside to avoid a collision, according to the LTFRB.
The entire incident was captured on video, which served as the basis for the SCO after LTFRB monitoring teams flagged it on social media, the acting agency chief said.
According to the SCO, the passenger bus endangered fellow motorists and the driver's actions constituted a failure to provide safe and convenient public transportation service.
With the hearing set on Sept. 10, 2026, Pua said the bus firm was also facing an administrative case for employing a reckless driver.
He then reminded public utility vehicle drivers to exercise proper conduct and always observe road courtesy and discipline in the interest of all road users' safety.
"Road crashes are preventable, and one of the key factors is discipline and respect for every fellow road user. On the part of the LTFRB, we will pursue accountability against those who defy that order," he vowed.
