
THE Land Transportation Office (LTO) emerged as the agency with the most public complaints based on March 2026 data, the Anti-Red Tape Authority (ARTA) said Tuesday.
Most complaints against the agency were logged in Metro Manila.
“But most of these cases that were filed against us, almost more than 90 percent, are resolved, meaning closed. Because in ARTA, whenever we receive a complaint, we immediately refer it to the Committee on Anti-Red Tape, and when they know that ARTA is already onboard most of the time, they resolve it even before a hearing is started, and not elevated into a formal complaint," ARTA Secretary Ernesto Perez said in a Palace briefing.
The LTO was third among the Top 10 agencies with the most complaints in 2025.
Perez cited delays in processes, imposition of additional requirements, violation of the Citizen’s Charter, and fixers as reasons LTO moved to the top of the list.
Other agencies on the list are the Bureau of Internal Revenue, Food and Drug Administration, Land Registration Authority, Philippine Statistics Authority, Department of Education, National Telecommunications Commission, Department of Migrant Workers, Professional Regulations Commission, Department of Human Settlements and Urban Development, and Department of Science and Technology.
“We look forward to more engagement with the LTO and those other complaint agencies to reduce the complaints. Our message is that we continuously engage with these government agencies. We consider them partners, not our enemies. Our objective is not to sue them if the service is not good for people,” Perez said.
Meanwhile, for government-owned and -controlled corporations (GOCCs), the Social Security System (SSS) emerged with the largest number of call-outs from the public.
It was followed by the Home Development Mutual Fund, Philippine Health Insurance Corp., Philippine Postal Corp., Land Bank of the Philippines, Government Service Insurance System, National Irrigation Administration, Laguna Lake Development Authority, Philippine Deposit Insurance Corp., and National Food Authority.
