The Gunners have been linked with the Lyon attacking midfielder in recent weeks.
The club's technical director Edu has spoke publicly about his admiration for the 24-year-old.
However, French outlet L'Equipe have reported that Paqueta has no interest in joining Arsenal or Newcastle.
He would instead prefer to sign with Tottenham or Manchester City, with both clubs competing in the Champions League.
Spurs submitted €40m bid for the Brazilian in January.
