The government is introducing the Solar Accelerated Transition Action Programme (ATAP) starting 1 December, to expand efforts to utilise building roof space for renewable energy generation (TBB) from solar sources.
According to a report by Sinar Harian, the Ministry of Energy Transition and Water Transformation (PETRA) announced that the move is an important continuation of the country’s agenda to achieve a sustainable energy transition following the end of the Net Energy Metering (NEM) initiative.

“The implementation of this programme is based on maintaining the basic principles of NEM, which is to allow excess energy to be sold to the grid system as an energy offset with adjustments to make it more attractive compared to the existing Solar for Self-Consumption (SelCo) scheme,” they shared.
Guidelines for applications will come into effect on 1 December
The energy offset rate is set at the electricity market price, or the system marginal price, while the solar system installation limit will be set at 100% of maximum demand, so that users can optimise the installation of solar systems for their own use.
“The preparation of guidelines and the registration system for this new programme will be carried out and is expected to come into effect from 1 December this year, and the programme guidelines and application methods can be found on the Energy Commission and SEDA Malaysia websites starting from that date,” they added.
