A TOTAL of 5,474 complaints were received by Integrity Units established within ministries and agencies between January and April this year, Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said said.
The figures form part of the Integrity Unit's First Term Report for the period January to April 2025. “A total of 930 disciplinary actions were taken under the Public Officers (Conduct and Discipline) Regulations 1993,” she added in a written parliamentary reply.
Azalina noted that 948 monitoring activities on legal and regulatory compliance were also conducted in public agencies.
“As of 31 August 2025, a total of 479 Integrity Units (IUs) have been established across ministries, departments and agencies at both the federal and state government levels,” she said.
These include 28 in ministries, 105 in federal agencies, 11 at state secretary offices, 67 in state agencies, 86 among local authorities, 112 in federal statutory bodies and 70 in state statutory bodies.
The Malaysian Anti-Corruption Commission (MACC) has opened 87 corruption investigations across several ministries between 2022 and 26 September this year, with the Domestic Trade and Cost of Living Ministry topping the list with 14 cases.
The Home Ministry recorded 11, while the Education and Finance ministries had eight each. The Prime Minister's Department had seven cases and the Defence Ministry six.
Other ministries under investigation included the Rural and Regional Development Ministry with five cases, the Health and Higher Education ministries four each, and the Agriculture and Food Security, Housing and Local Government, and Human Resources ministries three each.
The Economy, Communications, and Tourism, Arts and Culture ministries had two cases each. One case each involved the Natural Resources and Environmental Sustainability Ministry, the Energy Transition and Water Transformation Ministry, the Transport Ministry, the Entrepreneur and Cooperatives Development Ministry, and the Women, Family and Community Development Ministry.
Several ministries had no investigation papers, including the Youth and Sports Ministry, the Digital Ministry, the Works Ministry, the Foreign Ministry, the National Unity Ministry, the Plantation and Commodities Ministry, the Investment, Trade and Industry Ministry, and the Science, Technology and Innovation Ministry.
