Despite its government-linked branding, MADANI Mart is not a state-run initiative, the Domestic Trade and Cost of Living Ministry (KPDN) clarified in Parliament today.
Responding to a question from Hulu Terengganu MP Datuk Rosol Wahid, its minister Datuk Armizan Mohd Ali said the retail chain operates as a private business under a licensing model, owned by Yayasan Madani and run by independent operators.
“For the information of the Honourable MP, MADANI Mart is a private retail brand and not a government initiative,” the minister said.
As such, it stressed that it does not hold official data on the number of operating outlets, applications received, or entrepreneurs involved.
“The registration and operation of MADANI Mart involve a direct relationship between Yayasan Madani and the licensed business entities,” it said, adding that detailed information remains under the foundation’s management.
Still, the ministry acknowledged it has limited oversight in specific areas.
It noted that Yayasan Madani is registered with the Companies Commission of Malaysia under the Companies Act 2016, while any outlet dealing with controlled goods must comply with the Control of Supplies Act 1961.
“Based on the ministry’s records, two MADANI Mart outlets hold Controlled Goods Licences (CSA), registered under business entities acting as operators,” it said.
While distancing itself from the initiative’s operations, the ministry maintained that it supports efforts to improve access to affordable daily necessities and expand opportunities for local entrepreneurs. - June 23, 2026
