Starting this year, the Malaysian government is set to implement the Demerit Performance Evaluation (DEEP) System to assess all civil servants, according to Chief Secretary to the Government Tan Sri Mohd Zuki Ali. The introduction of the DEEP system has been endorsed by the Public Service Department (JPA) as part of an effort to enhance the evaluation process for civil servants.

Under the DEEP system, the evaluation process will commence with a total of 100 points. Points will be deducted based on the demerit system if a civil servant fails to meet the predetermined objectives. Mohd Zuki emphasized that the primary goal of DEEP is to assess the capability and determination of officers in executing assigned tasks.

During a press briefing after presenting the message for the year 2024, Mohd Zuki clarified that the DEEP system is not intended as a punitive measure but rather as a means to maintain the relevance of the evaluation process. The system aims to ensure that the assessment accurately reflects the performance of civil servants, with points being deducted if key performance indicators (KPIs) are not met or tasks are not successfully implemented.

Mohd Zuki highlighted the importance of an accurate and fair evaluation, emphasizing its significant impact on the civil service. The DEEP system aligns with the broader goal of enhancing the efficiency and effectiveness of the civil service, promoting accountability, and fostering a results-oriented work culture.

Mohd Zuki also called on all civil servants to extend their unwavering support to the government led by Prime Minister Datuk Seri Anwar Ibrahim.
