
Prime Minister Datuk Seri Anwar Ibrahim and Chinese Premier Li Qiang recently presided over a significant diplomatic moment, witnessing the exchange of documents between Malaysia and China to advance their partnership within the framework of the Belt and Road Initiative (BRI) Cooperation Plan. The agreement outlines a comprehensive plan for high quality collaboration between the two nations, promoting growth across several critical sectors.
The BRI Cooperation Plan aims to deepen ties through coordinated policies, infrastructure development, and enhanced trade and investment. This framework includes collaborative efforts in finance, technology, education, culture, and other areas such as health, sports, media, and tourism. These combined efforts are intended to boost economic and social connectivity between Malaysia and China, fostering closer relations and sustainable development in both countries.
The formal exchange of these documents occurred between Tengku Datuk Seri Zafrul Abdul Aziz, Malaysia’s Minister of Investment, Trade, and Industry, and Liu Sushe, the Vice Chairman of China’s National Development and Reform Commission. Their roles underscore the commitment at high government levels to actualize the mutual goals set out in the BRI Cooperation Plan.
Anwar’s visit to China, which runs from November 4 to 7, is his response to an invitation from Premier Li to participate in the 7th China International Import Expo (CIIE), a major event held annually in Shanghai. This visit underscores Malaysia’s proactive approach to strengthening its ties with China, marking the latest development in a longstanding and strategic partnership. Anwar’s arrival in Shanghai represents the first leg of his trip, with his subsequent engagements scheduled to take place in Beijing.
Malaysia’s involvement in the BRI has historical context and significance. In July 2023, Tengku Zafrul remarked that Malaysia’s early confirmation of its participation in the BRI positioned it as one of the first ASEAN nations to formalize such a commitment. This step solidified Malaysia’s dedication to enhancing economic cooperation with China and catalyzing regional growth. According to Tengku Zafrul, Malaysia’s early participation has led to transformative projects aimed at improving connectivity and driving economic progress. Among these, the East Coast Rail Link (ECRL), a major infrastructure project, symbolizes the scale and ambition of Malaysia-China cooperation within the BRI framework. The ECRL is expected to facilitate trade and transport across regions in Malaysia, linking key economic zones and supporting industrial growth.
Beyond large-scale infrastructure, Chinese firms have also invested heavily in Malaysia’s high tech sectors and special economic zones, contributing to the development of modern industries. These investments underscore China’s confidence in Malaysia as a reliable partner and its potential as a gateway to the ASEAN region.
Conversely, Malaysian companies have been increasingly active in China, making their mark in diverse areas. Sectors such as construction, finance, agriculture, and halal food production have provided Malaysian businesses with unique opportunities to access China’s vast market. The halal food industry, in particular, has benefited from Malaysia’s established expertise, aligning with the growing demand for halal products among Chinese consumers.
The continued collaboration under the BRI framework reinforces the importance of Malaysia-China relations and highlights the two nations’ shared vision for regional economic integration and sustainable development.
