Malaysia Launches Ambitious Initiative To Strengthen Online Safety With Nationwide Study And Legal Conference

The government, led by the Minister in the Prime Minister's Department for Law and Institutional Reform, Datuk Seri Azalina Othman Said, will initiate a comprehensive nationwide study and facilitate focus group discussions on online safety. Additionally, the government will organize the Malaysia Online Safety Legal Conference to address this critical issue.

In a Facebook post today, the minister outlined the government's plan to develop a robust legal framework aimed at tackling the complexities of online safety in the near future. Azalina emphasized the global challenge of balancing digital advancement with the growing concerns over online harms, especially with the rapid growth of Artificial Intelligence (AI).

"While we recognize the importance of technological progress, the Madani government is unwavering in its commitment to creating a safe and secure digital environment for all Malaysians," Azalina stated.

According to the Online Safety FAQ shared on the minister's social media, various countries have already implemented measures to protect their citizens from online threats. For instance, Australia has enacted the Online Safety Act 2021 and established an eSafety Commissioner to lead the Safety by Design initiative. Singapore introduced the Online Criminal Harms Act 2023, amended its Broadcasting Act 1994, and its Info-Communications Media Development Authority issued a Code of Practice for Online Safety. The UK Parliament passed the Online Safety Bill in 2023, and the Information Commissioner's Office developed an Age-Appropriate Design Code of Practice for Online Services.

The FAQ highlighted that the planned study and focus group discussions aim to gather input from civil society organizations, industry players, and the public to shape effective online safety measures. The forthcoming conference will bring together stakeholders to promote safer online experiences, share knowledge and best practices, foster collaboration, and advocate for improved policies and technologies.

The FAQ also stressed the necessity of strong, new laws to address the dangers posed by online content, noting that self-regulation by online platforms has proven inadequate. The inconsistency in content moderation policies across different platforms leads to confusion and the unchecked spread of harmful content.

Regulating online safety aims to enhance user protection by holding platforms accountable for the content they host and ensuring they implement measures to safeguard users from harmful content, including child sexual abuse materials, hate speech, cyberbullying, scams, and illegal materials. Users can expect a safer online environment with stricter content moderation, improved reporting mechanisms, and greater transparency from platforms regarding their safety efforts.

This initiative reflects the government's dedication to ensuring a secure digital landscape for all its citizens.
