Portugal international is wanted by PSG chief Luis Campos, who originally brought him to France at AS Monaco.
RMC says PSG are eager to open talks with City about a price for Bernardo.
While reluctant to lose the midfielder, City will respect the player's wishes should he want to leave.
And as part of negotiations, City have let it be known they will insist PSG include youngster Warren Zare-Emery in negotiations.
Just 17, Zare-Emery made an impressive 31 appearances for PSG last season.
