Manchester City have failed with a first offer for West Ham captain Declan Rice.
BBC Sport says City have had a 90m bid rejected by the Irons.
West Ham want 100m to sell the England midfielder, with City's offer being 80m up front plus 10m in bonuses.
Arsenal have also had two offers of 70m and 90m turned down this month.
The Gunners are expected to make a third offer before the end of the week.
