The talent spotter is set to sign up for Newcastle United as their head of national youth scouting.
The 46-year-old starts his new post in the summer, but City do not want him operating for the club between now and then.
He has been put on gardening leave, which means he is not working for City, nor can he work for another club.
Per Chronicle Live, City are not upset with McLaren and wish him well at Newcastle.
They simply do not want him to work on their youth setup and then jump ship to Newcastle weeks later.
