The flyer is out of favor at the Stamford Bridge club, despite signing for a mega fee a year ago.
Cucurella, who is not wanted by boss Mauricio Pochettino, is eager to move to United.
Chelsea are happy to engage in talks, but will want a 5 million loan fee at the minimum.
