Mandatory Integrity Units can strengthen local councils, says Lee Lam Thye

THE decision to require all local authorities to establish Integrity Units (UI) by August 31 is a timely measure to reinforce ethical standards and improve public trust in municipal governance, said Malaysian Institute of Integrity member Tan Sri Lee Lam Thye.

He said the initiative is necessary in view of the persistent concerns voiced by the public about integrity issues involving local council services.

“Strengthening integrity values in organisations like PBTs can help shape more transparent and honest institutions in delivering services to the public,” he said in a statement today.

“This mandatory step by the Malaysian Anti-Corruption Commission (MACC) is an initiative that not only improves the quality of public service but also adds value to organisations while reinforcing public confidence in government agencies.”

Lee added that the creation of these units would signal the government's firm commitment to curbing misconduct, abuse of power and financial leakages within local councils.

On 1 May, the MACC announced that all local councils must set up Integrity Units as part of a broader strategy to strengthen administrative ethics across public sector institutions.

According to the commission, a new reporting structure will also take effect, requiring all liaison officers at local authorities to report directly to the Integrity Unit at the State Secretary’s Office, instead of to the local council president.  - May 3, 2025
