Marcos opens new NAIA expressway

PRESIDENT Ferdinand Marcos Jr. on Friday inaugurated the new NAIA Expressway (NAIAX) westbound off-ramp, a 320-meter road designed to improve access to the Ninoy Aquino International Airport (NAIA) Terminal 3 and ease congestion along Andrews Avenue in Pasay City.

Speaking to reporters, the president said the new exit was expected to reduce travel time for motorists by at most 30 minutes.

“It is short but will have a big impact because this is where traffic builds up. This will help avoid traffic,” Marcos said after the opening of the new NAIAX exit ramp.

Marcos said the project was part of the government’s broader efforts to improve mobility, especially in preparation for the upcoming Holy Week.

He cited several initiatives, including the opening of additional connector roads linking Cavitex to C-5 and routes leading to Cabanatuan, aimed at providing further relief to travelers.

“This is just one part of what we are doing, especially in preparation for Holy Week,” the president said.

“We continue to open and improve our roads to make travel easier across the country,” he added.

Marcos was joined during the inspection by Acting Public Works Secretary Vince Dizon, San Miguel Corp. (SMC) Chairman and Chief Executive Officer Ramon Ang, Acting Transportation Secretary Giovanni Lopez, Toll Regulatory Board Executive Director Jose Arturo Tugade, and Pasay City Mayor Imelda Calixto-Rubiano.

In a chance interview after the president’s visit, Ang said the project costs about P1 billion.

SMC is the Concessionaire and Operator of the project, which was completed in December 2025 and opened to the public on March 27, 2026.

According to government data, the project is expected to reduce travel time by 15 to 25 minutes for motorists coming from the South Luzon Expressway, Skyway Stage 3, and Lawton Avenue, particularly during peak hours.

Marcos previously ordered concerned government agencies to develop infrastructure that improves connectivity and decongests traffic in Metro Manila.

Upon the president’s orders, the NAIAX Westbound Off-Ramp to NAIA Terminal 3 Project was constructed to complement NAIA’s modernization under the Public-Private Partnership program, providing new airport access for smooth, predictable travel.

In addition, road widening was carried out along Circulo del Mundo Rotonda, leading to NAIA Terminal 3.

Traffic congestion and inefficient inter-terminal transfers at the NAIA cause subpar arrival and departure experiences from Manila, aggravated by unpredictable travel time for travelers transferring between NAIA terminals.

As part of efforts to further enhance NAIAX, the project aims to improve connectivity among NAIA’s three terminals, with a projected 30 to 40-percent reduction in vehicle volume at the Andrews Avenue-Newport intersection by separating airport-bound traffic from local roads, providing immediate relief to commuters and residents of Newport City and Villamor.
