Marina partners with Mintra to advance maritime digital learning

THE Maritime Industry Authority (Marina) and Norway-based Mintra signed a memorandum of understanding (MOU) to establish a digital training and competence tracking framework to maintain the global competitiveness of seafarers.

Marina Administrator Sonia Malaluan and Mintra chief commercial officer Kjetil Flood signed the MOU, witnessed by STCW Office Executive Director Samuel Batalla and Mintra Director Erle Kristin Wagle.

Formalized during the Day of the Filipino Seafarer celebrations on June 25, 2026, in Manila, the agreement focuses on digital learning, human capital development, and innovative training.

The partnership aims to improve the skills, employability, and global competitiveness of Filipino maritime professionals.

This alliance impacts global shipping, as the Philippines supplies roughly 25 percent of the world’s merchant crews. The workforce must adapt quickly to industry shifts, including digitalization, artificial intelligence, cyber risks, green shipping, alternative fuels, and changing crew welfare expectations. The partnership addresses these challenges by preparing seafarers for complex onboard operations.

Marina and Mintra will develop practical training connecting learning with operational skills and decision-making. Planned initiatives include digital learning programs, train-the-trainer courses, and shared maritime resources. The collaboration will use Mintra’s Training portal platform for digital certification and competence tracking to improve compliance management and verify training records.

The collaboration supports Marina’s Maritime Industry Development Plan (MIDP) for the long-term sustainability of the Philippine maritime sector. Using data analytics and modern technology, both organizations will target evolving industry needs. The partnership will also promote gender inclusion by expanding training and career opportunities for women in the industry.

Geir Michalsen, charge d’affaires of the Royal Norwegian Embassy in Manila, stated: “Norway and the Philippines share deep maritime ties. This MOU reflects the practical, international collaboration needed to address modern seafaring challenges across digitalization, sustainability and workforce development.”

A newly formed Joint Coordinating Committee will oversee implementation, developing action plans, timelines and measurable outcomes.
