
THE International Association of Ports & Harbors (IAPH) and the International Harbour Masters Association (IHMA) have launched a standardized framework for port call data, harmonizing communication between ports and shipping lines to improve global maritime operations.
The two organizations published the Port Call Optimization (PCO) Guide to establish a universal language for electronic data exchange. This framework reduces vessel delays and fuel consumption by providing a technical protocol for berth-to-berth navigation. These new standards specifically target improvements in safety, efficiency and environmental sustainability across the industry.
Forty major global organizations, including IBTA, the Nautical Institute, Fonasba and the World Bank, have already endorsed the guide to encourage widespread adoption.
The guide facilitates “just-in-time” arrivals by synchronizing vessel speeds with actual berth availability. Standardized data allows ports and ships to coordinate precise arrival times, which significantly reduces idle periods in anchorage areas. This transition cuts fuel costs and CO2 emissions while moving the industry away from fragmented, manual communication methods.
A coalition led by the Netherlands and Germany recently submitted proposals to the IMO Facilitation Committee to formalize these guidelines. These advocates seek to integrate the data standards into the International Maritime Organization’s legal framework. Such a move would ensure uniform application of the protocols across all major global trade routes.
The PCO Guide follows successful pilot programs conducted between the ports of Rotterdam and Singapore. These trials demonstrated that standardized data exchange works effectively for both container ships and tankers. The results showed improved predictability for terminal operators and logistics providers, proving the system’s commercial and operational viability.
The IHMA designed the document as a practical roadmap for harbor masters, terminal operators, and IT personnel. The framework focuses on accurate information exchange to support port management regardless of a facility’s current technological level.
As shipping faces stricter decarbonization mandates, the PCO Guide provides a primary mechanism to eliminate operational waste.
