KUALA LUMPUR – The Malaysian Communications and Multimedia Commission (MCMC) has appointed legal counsel to take action against X Corp. (formerly Twitter) and xAI LLC over the platforms’ failure to ensure user safety in Malaysia in connection with the use of Grok.
In a statement, MCMC said the legal measures are being carried out in collaboration with the Ministry of Communications and will be launched shortly.
The commission added that notices were served to X Corp. and xAI LLC on 3 and 8 January, requiring the removal of content that breaches Malaysian law, but no corrective action has been taken.
MCMC identified the misuse of Grok for generating and distributing harmful content, including sexually explicit material, obscene content, grossly offensive material, and non-consensual manipulated images.
“Content allegedly involving women and minors is of serious concern and such conduct contravenes Malaysian law while undermining the entities’ stated safety commitments.
“X Corp. and XAI LLC may be held liable notwithstanding that the content was generated by users. They retain control over Grok’s design, deployment, moderation mechanisms, and risk-mitigation measures,” the statement said.
Earlier, Minister of Communications Datuk Fahmi Fadzil confirmed that MCMC is reviewing legal action against the AI application Grok for failing to comply with Malaysian online safety regulations.
Fahmi noted that responses received from X were inadequate and largely proforma.
MCMC further stressed that liability cannot be disclaimed where systemic safeguards fail.
“MCMC takes note of the failure of X Corp. and XAI LLC to enforce their own policies and internal controls. This failure may have facilitated unlawful online activities within Malaysia,” the statement added.
The commission reiterated its commitment to uphold Malaysian law and protect public interest, noting that all digital platforms operating in or impacting Malaysia must fully comply with legal and regulatory requirements. – January 13, 2026
