
THE Malaysian Communications and Multimedia Commission (MCMC) has announced that, starting 1 January 2026, all Internet messaging and social media service providers with eight million or more users in Malaysia will be deemed registered as holders of the Application Service Provider Class (ASP(C)) license.
This automatic registration will be effected through the formal legal mechanism provided under Section 46A of the Communications and Multimedia Act 1998.
MCMC, in a statement today, explained that this move ensures that large-scale service providers offering Internet messaging and social media platforms to Malaysian users operate within a clearly defined legal and regulatory framework, enabling consistent and effective oversight.
The approach aligns with the licensing framework implemented from 1 January 2025, aimed at strengthening accountability and ensuring compliance with Malaysian law.
“This initiative also ensures that all involved platforms assume clearer responsibilities in safeguarding users, particularly children and families,” MCMC said.
The deeming provision will apply to major platforms, including WhatsApp, Telegram, Facebook, Instagram, TikTok, and YouTube, coming into effect on 1 January 2026.
Service providers already registered as ASP(C) license holders will maintain their status, and the new measure will only take effect after the expiration of existing registrations.
MCMC emphasised that affected providers will continue operating their global platforms as usual, with the regulatory approach consistent with international practices for overseeing large-scale online services.
“MCMC will continue to collaborate with service providers and law enforcement agencies to strengthen online safety, especially for children and families, to benefit all users in Malaysia,” the Commission added.
