KUALA LUMPUR – The Malaysian Communications and Multimedia Commission (MCMC) and Huawei Technologies (Malaysia) Sdn. Bhd. (Huawei Malaysia) today celebrated 126 graduates from the second and third cohorts of the Digital Leadership Excellence (DLE) Programme, in a move aimed at strengthening Malaysia’s digital leadership capabilities across government, academia and industry.
The four-month intensive hybrid learning programme saw 60 senior leaders complete the initiative in June 2025 under Cohort 2, followed by another 66 participants graduating in October under Cohort 3.
Together with the inaugural cohort in 2024, which produced 50 graduates, the DLE Programme has now trained a total of 176 digital leaders nationwide.
The fourth cohort is currently underway, while the fifth cohort is expected to conclude by the end of this year, bringing the programme closer to its target of producing 300 digital leaders by 2026.
The graduation ceremony saw participants receive their scrolls from MCMC chairman Tan Sri Mohamad Salim Fateh Din and Huawei Malaysia chief executive officer Simon Sun.
In a statement, MCMC said partnerships such as the DLE Programme play an important role in strengthening Malaysia’s digital leadership capacity and supporting responsible and impactful digital transformation efforts.
The commission said the initiative also helps strengthen collaboration across sectors while equipping leaders with the necessary skills and perspectives to navigate an increasingly digital future.
Huawei Malaysia chief executive officer Simon Sun said digital transformation requires leaders who understand how technology can be used to solve real-world challenges and improve lives.
“At its core, digital transformation calls for leaders who can look beyond technology itself and focus on how it can solve real problems, strengthen organisations or institutions and improve lives. This is the purpose of the Digital Leadership Excellence Programme,” he said during the graduation ceremony.
The programme focuses on applied leadership development and immersive exposure to emerging technologies such as 5G, artificial intelligence, cloud computing, big data, green technology and cybersecurity.
Among the graduates, Tenaga Nasional Berhad lead for information and application architecture Mohd Saiful Nizam Rahimi described the programme as an opportunity to exchange ideas with industry peers, thought leaders and Huawei’s global experts.
“The discussions and case studies inspired me to think more strategically about how technology can be leveraged to drive meaningful impact in our organisations and ecosystems,” he said.
Universiti Sains Malaysia senior lecturer Dr Norilmi Amilia, who was part of Cohort 2, said the programme demonstrated how collaboration is essential in building strong digital leadership.
“True digital leadership starts with collaboration. DLE unites minds to move nations forward,” she said.
Meanwhile, CIMB Investment Bank director and regional telecommunication, media and technology sector specialist Danny Chan Tzu Zhung said the programme transformed his perspective on digital leadership.
“I shifted from a passive supporter to an active change-maker. DLE isn’t just a programme – it’s a movement uniting sectors to empower others,” he said.
Graduates of the programme also completed capstone projects addressing national priorities including education, healthcare, talent development, financial security, agriculture and social inclusion.
The DLE Programme was inspired by Prime Minister Datuk Seri Anwar Ibrahim’s call for stronger digital leadership capabilities during the 2023 Malaysia ICT Summit hosted by Huawei Malaysia.
It is understood that the continued collaboration between MCMC and Huawei Malaysia reflects a shared commitment towards nurturing future-ready leaders and supporting Malaysia’s long-term digital transformation agenda. - May 11, 2026
