Former Zenit St Petersburg defender Fernando Meira believes Chelsea remain keen on Arsen Zakharyan.
The Dynamo Moscow winger was blocked from joining Chelsea in August due to financial sanctions against Russia due to the invasion of Ukraine.
Some local sources say Chelsea have since gone cold on Zakharyan.
But Meira told Metaratings: "Will Zakharyan be able to move to Chelsea in the future? I think yes. He has the potential for this.
"Chelsea have acquired many young players: Enzo, Mudryk. They are still watching Zakharyan. He has the right skill level.
"I am one hundred percent sure that in the near future he will play for a top European club."
