
IN Sabah, each district is governed, administered and managed by a district office that falls under the state Ministry of Rural Development (KPLB) and/or a district council or local authority which is under the purview of the state Ministry of Local Government and Housing (KKTP), except for Kota Kinabalu City Hall (DBKK) that comes under the Chief Minister’s Department.
The district office and district council are two different administrative entities with distinct functions and responsibilities.
However, in some aspects of development, these two entities are the heart of the government to link the local people and business communities within its jurisdiction.
The effectiveness of the administration of these two institutions represents the capability of the government in managing the district.
