The Public Services Department (JPA) has assured Malaysians that there is no discrimination against any ethnic group in the recruitment process for civil servants. Highlighting the principles of meritocracy, JPA emphasized that appointments are based solely on candidates’ qualifications, performance in tests, and interviews.
Breaking Down the Transparent Numbers
According to a statement released by JPA, statistics from 2019 to 2023 show a fair and transparent selection process. Although Chinese applicants represented only 2% of total applications, their success rate was an impressive 85%. Indian candidates had a success rate of 68%, followed by Orang Asli (54%), Sabah and Sarawak Bumiputeras (45%), and other ethnic groups (42%). Meanwhile, Malay candidates, who comprised 77% of the total applications, had a success rate of 41%. “These figures clearly demonstrate that there is no marginalisation or favoritism during the recruitment process. Candidates are assessed based on their merit and suitability for the available positions,” JPA explained.
As of December 31, 2024, there were 1,302,429 civil servants across ministries and agencies, excluding the police and armed forces. The breakdown revealed Malays made up 77.7% of the workforce, followed by Chinese (5.4%), Indians (3.7%), and the rest by other ethnic minorities, including Bumiputeras from Sabah and Sarawak as well as Orang Asli.
Government’s Call for Inclusivity
JPA attributed the ethnic composition disparity to the significantly lower number of applications from non-Malays. The department reiterated the government’s commitment to improving the recruitment system to ensure it remains efficient, transparent, and accessible to all.
The government also encouraged more Malaysians, regardless of ethnicity, to consider joining the civil service, noting that a more diverse workforce could enhance the nation’s development and foster inclusivity.
This latest clarification from JPA seeks to address concerns of bias and reaffirm the government’s dedication to creating equal opportunities for all Malaysians in the public sector.
