MOF launches protection voucher scheme to boost insurance access for low-income households

THE Ministry of Finance (MOF) has launched the third phase of the Tenang Protection Voucher (Perlindungan Tenang Voucher or PTV 3.0) programme, offering subsidised insurance and takaful coverage to recipients of the government’s cash assistance scheme, Sumbangan Tunai Rahmah (STR), as part of broader efforts to strengthen social protection under the MADANI Economic Framework.

From 1 September 2025, eligible STR recipients may redeem a RM30 government-subsidised voucher to offset part of the cost of affordable insurance and takaful products with annual premiums or contributions of at least RM50.

Backed by a RM60 million allocation under Budget 2025 and developed in collaboration with the insurance and takaful industry, the initiative aims to improve financial resilience among lower-income households. It complements other targeted schemes such as Skim Perubatan MADANI and PeKa B40, forming a broader network of public-private cooperation in social safety provision.

“PTV 3.0 reflects the MADANI Government’s commitment to uplifting the standard of living as enshrined in the MADANI economic framework. A nation can only rise together when every household is granted adequate protection.

“This initiative is about restoring dignity and building resilience across all layers of society,” said Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim in a statement released by MOF on Tuesday.

“Through PTV 3.0, the MADANI Government is determined to expand access for all. Indeed, health and safety security must not remain a privilege enjoyed by only certain segments of the population,” he added.

To ensure fair and targeted assistance, the Ministry of Finance will implement an identity verification protocol under PTV 3.0 to confirm eligibility and prevent misuse.
