Monitor paddy purchasing to prevent price manipulation and leakage

IN recent years, Malaysia's rice industry has faced a series of challenges, particularly regarding the welfare of rice farmers and the need to increase the price of paddy procurement.

The rice sector is an essential part of the nation's economy, as Malaysia is one of Southeast Asia's key rice producers. The country relies heavily on this industry to maintain food security, particularly in ensuring a stable supply of rice, which is a staple food for Malaysians.

As such, the preservation and development of the rice industry is crucial to maintaining the stability of both the nation's economy and social welfare.

The government has recognised these challenges and, in response, recently announced an increase in the floor price of paddy from RM1,300 per tonne to RM1,500 per tonne, effective tomorrow. This move aims to raise farmers' income and ensure the sustainability of the country's agricultural sector, Berita Harian cited today.

However, this price adjustment comes at a cost to the government, which is expected to bear a subsidy of RM150 million for millers, while also maintaining the retail price of local white rice at RM2.60 per kilogram.

The primary benefit of this floor price revision is that it guarantees a more stable and fair income for rice farmers.

Previously, paddy prices were subject to fluctuations driven by global and domestic market forces, leading to instability and losses for farmers.

With a fixed floor price of RM1,500 per tonne, farmers' earnings will be more secure, better reflecting their efforts and helping them cope with the rising cost of living.

Additionally, this price revision offers an incentive for farmers to improve the quality of their rice production, knowing that their crops will be valued at a more consistent price.

Most importantly, this price adjustment will help farmers cover the growing costs of production, such as purchasing fertilizers, pesticides, and labor, encouraging the adoption of modern agricultural practices to increase rice yield in the country.

However, a significant issue that the government must address is the leakage in the management of the floor price system.

Leakage occurs when there is mismanagement or manipulation in the purchasing process of paddy or when aid meant for farmers does not reach the intended recipients.

To tackle this problem, the government must ensure that the paddy procurement process is transparent and well-structured.

This includes the use of modern technologies such as electronic registration systems and digital platforms to monitor paddy production and sales.

It is crucial that every paddy purchasing transaction is accurately recorded and easily accessible to authorities for tracking the flow of aid and payments.

The government cannot afford to allow inefficiencies, fraud, or manipulation to undermine this new policy, just as "weevil infestation" undermines rice quality.

Tight monitoring is essential to prevent wholesalers and millers from forming cartels that manipulate prices or manipulate the rice market.

To make sure this initiative succeeds, collaboration between the Ministry of Agriculture and Food Security, relevant agencies, and the National Farmers' Organization (NAFAS) needs to be strengthened.
